  • The CIS Ombudsman’s Webinar Series: Naturalization and Immigrant Integration

    On June 23, 2021, the Office of the Citizenship and Immigration Services hosted a public webinar to discuss naturalization and immigrant integration.

  • Retention Memo to CBP Concerning Tucson Sector Onsite Investigation

    This memorandum notifies CBP that CRCL will conduct an onsite investigation within the Tucson Sector.  CRCL will be reviewing CBP's general adherence to relevant CBP and sector policies and procedures regarding short-term custody. CRCL will also investigate complaint allegations including: inferior hold room conditions; insufficient health screening and medical care and protocols for the prevention of the spread of infectious diseases; insufficient language access; failure to provide outdoor recreation; overcrowded hold rooms; failure to provide telephone calls to unaccompanied minors; and failure to return personal property upon departure from the CBP facility.

  • Retention Memo to ICE Concerning Adelanto Processing Center

    CRCL has opened complaints alleging that ICE has potentially violated the civil rights and civil liberties of detainees in ICE custody at the Adelanto Processing Center (Adelanto) in Adelanto, CA. The purpose of this memorandum is to notify ICE of the complaints, describe the allegations, inform ICE that CRCL will retain the above-referenced complaints for investigation and conduct a virtual onsite investigation at Adelanto on July 12-16, 2021, and explain how CRCL will work with ICE during our investigation.

  • Recommendations Memo Concerning Immigration Centers of America - Farmville

    CRCL conducted an investigation into conditions of detention for ICE detainees at the Immigration Centers of America - Farmville in Farmville, Virginia. CRCL’s virtual onsite investigation occurred on September 21-24, 2020 and was in response to complaints regarding conditions of detention, medical and mental health care, suicide prevention and intervention, sexual abuse and assault prevention, and environmental health and safety issues.

  • U.S. Department of Homeland Security Environmental Justice Annual Implementation Report for FY2020

    integration of environmental justice principles throughout the enterprise and at all levels of government. Chaired by the EPA with participation from 16 federal agencies and the White House, the Environmental Justice Intra-agency Working Group strives to engage and support local communities in addressing environmental and human health impacts of federal programs, policies, and activities by promoting comprehensive solutions for addressing environmental justice.

  • Retention Memo to ICE Concerning Winn Correctional Center

    Memorandum to notify ICE of complaints, allegations, and informs ICE that CRCL retained complaints for investigation at the Winn Correctional Center, LA.

  • Recommendation Memo to ICE Concerning IHSC Medical/Mental Health Care Oversight

    CRCL received information via the DHS Office of Inspector General from a whistleblower alleging that ICE CE Health Service Corps (IHSC) systematically provided inadequate medical and mental health care and oversight to immigration detainees in facilities throughout the United States. Following a review of the information provided, CRCL opened and conducted an investigation examining the care and oversight provided to 17 detainees with serious medical or mental health conditions.

  • Retention Memo to ICE Concerning Stewart Detention Center

    This memorandum notifies ICE of complaints, describes allegations, and informs ICE that CRCL retained the complaints for investigation at SDC in Lumpkin, GA.

  • DHS Statement on Equal Access to COVID-19 Vaccines and Vaccine Distribution Sites

    DHS and its Federal government partners fully support equal access to the COVID-19 vaccines and vaccine distribution sites for undocumented immigrants. It is a moral and public health imperative to ensure that all individuals residing in the United States have access to the vaccine. DHS encourages all individuals, regardless of immigration status, to receive the COVID-19 vaccine once eligible under local distribution guidelines.

  • Recommendations Memo Concerning Richwood Correctional Center COVID Response

    CRCL conducted a targeted investigation into conditions of detention for ICE detainees at the Richwood Correctional Center in Richwood, Louisiana. CRCL's review focused on Richwood's COVID-19 response, specifically regarding concerns raised by anonymous whistleblowers alleging that deficient institutional practices and mismanagement resulted in the spread of COVID-19.
