  • NTER Quarterly Bulletin - Q4 - FY2021

    The National Threat Evaluation and Reporting (NTER) Office's mission is to strengthen information sharing and enhance our Homeland Security partners’ ability to identify and prevent targeted violence and mass attacks, regardless of ideology.

    Our quarterly bulletin is designed to help inform our customers of research developments and resources and to examine Homeland threats through a threat assessment and management perspective. 

  • Behavioral Approach to Violence Prevention

    Many individuals who are planning to engage in targeted violence display threatening or concerning behaviors that are observable to others. Utilizing behavioral threat assessment and management (BTAM), a proactive, evidence-based method of investigation, analysis, and management that focuses on an individual’s patterns thinking and behavior, can determine whether, and to what extent, an individual may be moving towards an act of intended violence. Further, BTAM can assist with the development of intervention techniques designed to move an individual away from conducting a potential attack.

  • Domestic Violent Extremism Poses Heightened Threat in 2021

    The ODNI assessment was drafted by the National Counterterrorism Center, the Federal Bureau of Investigation, and DHS, and includes contributions from the Central Intelligence Agency and the Defense Intelligence Agency. All agencies involved are mindful of the duty to respect privacy, civil rights, and civil liberties and to act within the authorities granted to them as they seek to put together as complete an intelligence and analytic picture as is possible.

    The Department of Homeland Security’s 2020 Homeland Threat Assessment is a first-of-its-kind report synthesizing threat assessments across DHS including intelligence and operational components.

  • 2018 Fusion Center Assessment

    The Department of Homeland Security (DHS) conducts the annual Fusion Center Assessment to provide a comprehensive picture of the performance of the National Network of Fusion Centers (National Network), measure the effectiveness of Federal Emergency Management Agency (FEMA) grant funding, and guide partners to invest in mission areas with the greatest potential benefit to the entire homeland. The Assessment primarily evaluates fusion centers' adherence to selected performance measures.

  • Memo Expanding the Scope of the DHS Insider Threat Program

    December 2016 memo signed by the Undersecretary for Intelligence and Analysis and Undersecretary of Management expanding the scope of the DHS Insider Threat Program beyond the protection of classified information to include threats posed by all DHS employees.
