  • Building Local Prevention Frameworks

    The Department of Homeland Security’s (DHS) Center for Prevention Programs and Partnerships (CP3) seeks to prevent acts of targeted violence and terrorism by working with the whole of society to establish and expand local prevention frameworks. Through technical, financial, and educational assistance, CP3 supports local efforts that prevent individuals from radicalizing to violence and intervene with individuals who may be radicalizing, or have radicalized, to violence.

  • FY22 CP3 IMP Guidance

    This guidance should be used to develop an Implementation & Measurement Plan (IMP) for the FY22 Targeted Violence and Terrorism Prevention Grant Program. This plan will assist applicants in planning how their project will be implemented and the ways they will measure achievement of its goals. Additionally, this plan will inform reporting against implementation milestones and outcome data to DHS on a quarterly basis.

    Customs-Trade Partnership Against Terrorism (C-TPAT) is a U.S. Customs and Border Protection (CBP) voluntary trade partnership program in which CBP and members of the trade community work together to secure and facilitate the movement of legitimate international trade.

    The Center for Prevention Programs and Partnerships (CP3) provides a resource that gives an overview of threat assessment and management teams. Through identifying and managing potential threats, these teams provide alternatives to investigation and/or prosecution for bystanders who are actively seeking intervention assistance with a known individual at risk of mobilizing to violence.
