Thank you to the thousands of emergency responders across the country who participated in the SAFECOM Nationwide Survey, which SAFECOM and the Department of Homeland Security Office of Emergency Communications (OEC) conducted from late 2017 through early 2018. OEC appreciates your ongoing commitment to the advancement of our shared mission—to provide the Nation and the communities we serve with safety and security.
We now want to share some survey results and findings with you. The data captured by the survey is vital to understanding our nation’s current emergency communications capabilities and gaps, as well as how to progress emergency communications capabilities forward.
Posted below is a briefing that provides national-level results from the SAFECOM Nationwide Survey, including findings and data from across all of the topics covered by the survey.
This briefing is only our initial publication related to the survey results. Be sure to revisit the SAFECOM website in the coming months for information about the Nationwide Communications Baseline Assessment, which will rely heavily on the data obtained from the SAFECOM Nationwide Survey.

2018 SAFECOM Nationwide Survey (SNS) Results
2018 SAFECOM Nationwide Survey Results
The SAFECOM Nationwide Survey(SNS) was a data collection initiative the Department of Homeland Security Office of Emergency Communications (OEC) conducted from late 2017 thru March 2018 in order to enable the assessment of federal, state, local, tribal, and territorial governments in regards to emergency communications. Results from the SNS support OEC’s development of the Nationwide Communications Baseline Assessment (NCBA) in accordance with the Homeland Security Act of 2002, as amended (6 U.S.C. §573(a)).
About the SNS
The SNS is a nationwide data collection effort to obtain actionable and critical data that drives our nation’s emergency communication policies, programs, and funding. SAFECOM will leverage the collected data to identify gaps and inform development of the program’s strategic priorities; and will assist the Department of Homeland Security (DHS) Office of Emergency Communications (OEC) to execute the Nationwide Communication Baseline Assessment (NCBA).
