The Department of Homeland Security welcomes all eligible entities to apply to the TVTP Grant Program. DHS seeks new applicants each year, including those new to DHS or federal grants and those from historically disadvantaged and marginalized communities. The resources on this page are provided to help applicants navigate the application process and develop a competitive application.
Eligible Applicants
U.S. state, local, tribal, and territorial government agencies, institutions of higher education, and nonprofits.
The TVTP Grant Program funds the development of capabilities based on current promising practices as well as reserves approximately 25-30% of available funding for new or innovative approaches to prevention.

DHS released the FY22 TVTP Grant Program Notice of Funding Opportunity (NOFO) on April 12, 2022. Applications are due Wednesday, May 18, 2022 at 5PM EDT. DHS recommends that you review the NOFO at Grants.gov. Other resources include:
Grant System Instructional Videos

Grant applicants need to register with several systems to submit final applications. Applicants can sign up for those systems at anytime and are encouraged to sign up now and maintain their accounts throughout the year.

Implementation and Measurement Plan (IMP)

The Implementation and Measurement Plan (IMP) will help applicants outline their activities to be accomplished including time frames, inputs, resources needed, and how the project will be sustained.
