The purpose of this memorandum is to document the actions of CRCL with regard to Irwin County Detention Center in Ocilla, GA, and to provide two overarching recommendations to U.S. Immigration and Customs Enforcement (ICE). In May 2021, it was announced that the facility would no longer house ICE detainees and CRCL consequently canceled its onsite investigation of the facility that had been scheduled for June 2021. No ICE detainees are currently housed at the facility. Nevertheless, CRCL believes it is important to provide ICE with information regarding the complaints received about this facility, as well as its experts' findings after a paper review of the facility, which remain relevant to other facilities administered by the same contractor, LaSalle Corrections.
