Since 2007, the Department of Homeland Security (DHS) Office of Emergency Communications (OEC) has worked with SAFECOM, the National Council of Statewide Interoperability Coordinators (NCSWIC), and federal partners to develop the annual SAFECOM Guidance on Emergency Communications Grants (SAFECOM Guidance) for entities applying for federal financial assistance of emergency communications projects.

To assist public safety practitioners navigate compliance requirements for Project 25 (P25) standards of land mobile radio equipment, the Joint SAFECOM – NCSWIC Funding and Sustainment Committee released the SAFECOM Guidance Frequently Asked Questions:  Understanding Project 25 Standards and Compliance.  This frequently asked questions document summarizes P25 standards and compliance requirements outlined in the SAFECOM Guidance.  Grantees and applicants funding emergency communications projects using federal funds should reference this document before purchasing land mobile radio systems and equipment.
