Cardell T. Morant is at the forefront of the U.S. Government’s fight against human trafficking. Under his leadership, the Center for Countering Human Trafficking (CCHT) has achieved unparalleled success in bringing traffickers to justice and facilitating the identification and recovery of victims nationwide.

A member of the Senior Executive Service, Mr. Morant has led public safety and national security investigations over a 27-year career in law enforcement and 30 years of federal service.

Prior to this assignment Mr. Morant was the Special Agent in Charge (SAC) of HSI San Diego, one of the busiest field offices in the country. As SAC, he was responsible for all investigations, operations and offices within the San Diego area of responsibility, which covers the California-Mexico border and falls within the Southern District of California. Mr. Morant managed over 500 special agents, criminal analysts, administrative personnel and support personnel.

Mr. Morant also served as the Deputy Special Agent in Charge in HSI Baltimore where he was responsible for investigations and operations in the state of Maryland. He served as an Assistant Special Agent in Charge in HSI Houston, where he oversaw the investigative activities of multiple programmatic areas, the Resident Agents in Charge (RAC) Beaumont and Galveston, and three of Houston’s certified undercover operations. Mr. Morant also served as the Unit Chief and acting Deputy Assistant Director of the Cyber Crimes Center (C3), where he oversaw the Child Exploitation Program, the Computer Forensics Program, and the Cyber Crimes Program. Mr. Morant was also a Group Supervisor in HSI San Diego.

Mr. Morant began his federal career in 1994 as an Import Specialist with the U.S. Customs Service in Charleston, South Carolina. In 1997, Mr. Morant became a special agent with the U.S. Customs Service, assigned to the RAC San Ysidro, California.

Mr. Morant is a native of South Carolina. He holds a Bachelor of Arts Degree in Psychology from The Citadel, the Military College of South Carolina.
