    This National Counterterrorism Center (NCTC) Joint Counterterrorism Assessment Team (JCAT) resource warns first responders of the potential impact of emerging technologies on terrorist tactics, techniques, and procedures, and provides recommendations for preparedness and response.

    The Joint Counterterrorism Assessment Team (JCAT) is a collaboration by NCTC, DHS, FBI, state, local, tribal, and territorial government personnel to improve information sharing and enhance public safety. The First Responder's Toolbox is an ad hoc, unclassified reference aid intended to promote counterterrorism coordination among federal, state, local, tribal, and territorial government authorities and partnerships with private sector officials in deterring, preventing, disrupting, and responding to terrorist attacks.

  • The Vicarious Trauma Toolkit

    The Department of Justice (DOJ) Office for Victims of Crime (OVC) Vicarious Trauma Toolkit (VTT) was developed on the premise that exposure to the traumatic experiences of other people—known as vicarious trauma—is an inevitable occupational challenge for the fields of victim services, emergency medical services, fire services, law enforcement, and other allied professionals; however, organizations can mitigate the potentially negative effects of trauma exposure by becoming vicarious trauma-informed.

  • Reentry Employment Opportunities

    The Department of Labor (DOL) Reentry Employment Opportunities (REO) program provides funding, authorized as Research and Evaluation under Section 169 of the Workforce Innovation and Opportunity Act (WIOA) of 2014, for justice-involved youth and young adults and adults who were formerly incarcerated.

    Our goal is to develop strategies and partnerships that facilitate the implementation of successful programs at the state and local levels that will improve the workforce outcomes for this population. These projects are designed to test the effectiveness of successful models and practices found in community and faith-based environments and other government systems that have not been tested for their adaptability in the public workforce system.
