This memorandum documents the actions of CRCL with regard to Irwin County Detention Center in Ocilla, GA, and provides two overall recommendations to ICE.
This memorandum notifies ICE of complaints, allegations, and informs ICE that CRCL will retain complaints for investigation of Orange County Jail in Goshen, NY.
The Department of Homeland Security (DHS) Case Management Pilot Program (CMPP) will provide voluntary case management and other services to noncitizens in immigration removal proceedings. The program is managed by a National Board chaired by the Officer for Civil Rights and Civil Liberties and comprised of nonprofits with experience providing and evaluating case management programs for asylees and refugees.
Alternatives to Detention is an important tool used by DHS for individuals and families as they await the outcome of immigration proceedings. This new congressionally directed pilot will supplement existing Alternatives to Detention programs run by U.S. Immigration and Customs Enforcement (ICE) and will inform best practices moving forward.
CMPP funds will be awarded to nonprofit organizations and local governments through the National Board, similar to the Federal Emergency Management Agency’s Emergency Food and Shelter Program. CMPP services will include, among others: mental health services; human and sex trafficking screening; legal orientation programs; cultural orientation programs; connections to social services; and departure planning and reintegration services for individuals returning to their home countries.

CRCL opened complaints alleging that ICE potentially violated the civil rights and civil liberties of detainees in ICE custody at the Henderson Detention Center (Henderson) in Henderson, NV. The purpose of this memorandum is to notify ICE of the complaints, describe the allegations, inform ICE that CRCL retained the complaints for investigation.
CRCL received complaints alleging that ICE violated individuals’ civil rights and civil liberties at the Plymouth County Correctional Facility in Plymouth, Massachusetts. The purpose of this memorandum is to notify ICE of the complaints, describe the allegations, and inform ICE that CRCL retained the complaints for investigation. Specifically, the allegations raised concerns regarding legal access, religious accommodations, inadequate food and/or nutrition, inadequate medical care, lack of COVID-19 policies and procedures, and claims of retaliation through the use of segregation and/or transfer to another facility.
Due to the volume and severity of allegations received concerning several ICE detention facilities within the New Orleans (NOL) Area of Responsibility (AOR), CRCL conducted a systemic review of the NOL AOR, focusing on ICE’s oversight of the detention facilities within the AOR, including a review of the policies and procedures governing these facilities and the responsibilities of ICE Headquarters and the NOL Field Office staff in carrying out the day-to-day operations at each of these facilities. This investigation also reviewed ICE’s process of receiving, assessing, and implementing recommendations related to the care and treatment of detainees within this AOR. CRCL conducted this review pursuant to its authority under 6 U.S.C. § 345 and 42 U.S.C. § 2000ee-1.
