Homeland Security Acquisition Regulation

The Department of Homeland Security (DHS) Acquisition Regulation is issued for Departmental guidance according to the policy cited in the Federal Acquisition Regulation 48 Code of Federal Regulations 1.301. The regulation establishes uniform DHS policies and procedures for all acquisition activities within the DHS. The regulation is issued by the Chief Procurement Officer who is the DHS Senior Procurement Executive. The regulation is codified at 48 CFR Chapter 30.

The HSAR Provision & Clause Matrix includes all provisions and clauses currently part of the Homeland Security Acquisition Regulations (HSAR).

The DHS Chief Procurement Officer issues HSAR deviations when necessary to allow components to deviate from the HSAR.
