The Department of Homeland Security (DHS) Acquisition Regulation is issued for Departmental guidance according to the policy cited in the Federal Acquisition Regulation 48 Code of Federal Regulations 1.301. The regulation establishes uniform DHS policies and procedures for all acquisition activities within the DHS. The regulation is issued by the Chief Procurement Officer who is the DHS Senior Procurement Executive. The regulation is codified at 48 CFR Chapter 30.
The National Defense Authorization Act for Fiscal Year 2017, Title VIII, § 880 (Pub. L. 114-328), Pilot Programs for Authority to Acquire Innovative Commercial Items Using General Solicitation Competitive Procedures, authorizes the Department of Homeland Security (DHS) to carry out a “commercial solutions opening pilot program” (CSOP) to competitively procure innovative commercial items. The DHS CSOP Guide contains the Department’s policy and procedures on the use of the authority.
