In-Process Department-wide Contract Vehicles

The Department of Homeland Security (DHS) is planning to establish a number of Strategic Sourcing contract vehicles for Department-wide use. This list represents DHS’s best estimate of contract vehicles that may be awarded. This information is published for informational purposes only and is not an invitation for bids, a request for proposal, or a commitment by DHS to purchase products or services. Each acquisition is based on information available at the time of publication and may be revised or canceled.

Background Investigative Services II

Scope: Re-compete of the Background Investigative Services contract vehicle.  Scope includes background investigation services for DHS applicants, employees, and contractors performing sensitive work.

Cellular Wireless Managed Services (CWMS) II 

Scope: Re-compete of the Cellular Wireless Managed Services (CWMS) contract vehicle.  Scope includes managed services; a web portal for device ordering and management; cellular wireless equipment and devices; cellular and data service; Mobile Device Management (MDM); project management; services to enhance in-building cellular coverage; service desk and other optional services.

Credit Reporting II 

Scope: Re-compete of the Credit Reporting contract vehicle.  Scope includes tri-merged credit reports used for employment verification and background investigations.

Detection Equipment - Enhanced Metal Detectors

Scope:  Establishment of a contract vehicle for walk through metal detectors, also known as enhanced metal detectors, and related services used for detecting weapons or other metal contraband carried on a person or concealed by a nonmetal object.

Detection Equipment - Trace Detection - Bench Top

Scope:  Establishment of a contract vehicle for table/bench-top explosives trace detectors and related services that detect various types of commercial and military explosives.

Detection Equipment - Trace Detection - Handheld

Scope:  Establishment of a Qualified Products List (QPL) for portable explosives trace detectors and related services that detect various types of explosives and illicit drugs.

Detection Equipment - X-Ray Systems and Services

Scope:  Establishment of a contract vehicle that provides the next generation of DHS enterprise data center and computing services.  Scope includes provisioning of managed computing services at DHS computing sites and data centers and FedRAMP cloud environments.

Enterprise Computing Services - Data Centers

Scope:  Establishment of a contract vehicle that provides the next generation of DHS enterprise data center and computing services.  Scope includes provisioning of managed computing services at DHS computing sites and data centers and FedRAMP cloud environments.

Enterprise Financial Management Software (EFiMS)

Scope:  Establishment of a contract vehicle for software licenses that meet Federal and DHS standards/configuration for financial and procurement management.

Environmental Systems Research Institute (ESRI IV)

Scope:  Re-compete of a contract vehicle for ESRI software to provide access to Geographic information System (GIS) software, maintenance, training, help desk, and service requirements.

FirstSource III

Scope:  Re-compete of the FirstSource II contract vehicle.  Scope includes commercially-available Information Technology (IT) commodities, solutions, and Value-Added Reseller (VAR) services such as configuration consulting and design, systems integration , installation of multi-vendor equipment, customization of hardware and software, training, product technical support, product maintenance, and end-user support.

Homeland Security Systems Engineering and Development Institute (HSSEDI) Federally Funded Research and Development Center (FFRDC) II

Scope: Follow-on to the current Department-wide contract vehicle for a Federally Funded Research and Development Center (FFRDC) that provides specialized, independent, and objective technical and systems engineering expertise to DHS Components in six focus areas: (1) Acquisition Planning and Development, (2) Concept Exploration, Experimentation and Evaluation, (3) Information Technology, Communications and Cyber Security, (4) System Architecture and Integration, (5) Technical Quality and Performance, and (6) Independent Test and Evaluation.

ICAM/HSPD 12 - Identity Credentialing and Access Management Consulting Services

Scope:  Establishment of a contract vehicle for consulting services related to ICAM enhancement and implementation

Language Services II

Scope:  Re-compete of the Language Services contract vehicle.  Scope includes foreign language services and services for the deaf, hard of hearing, and blind communities.

Law Enforcement Officer Equipment

Scope:  Multiple LEO equipment items such as optics, flashlights and magazines.

Medical Countermeasures III (MCM3)

Scope:  Follow on contract vehicle for Relenza and Tamiflu to support the DHS Pandemic Influenza and Emerging Threats Countermeasures initiative.

Medical Supplies II

Scope:  Follow on contract vehicle for medical supplies used by personnel to train for and perform medical treatments, tests, and operations. These supplies are used in situations such as pre–hospital treatment and emergency medical services.  Contract vehicle will include personal protective equipment to support the operational and pandemic needs of DHS.

Oracle ELA

Scope:  Re-compete of a contract vehicle for Oracle brand name software, maintenance, ancillary training, and support services.

Technical Investigative Surveillance Equipment (TechOps) II

Scope:  Re-compete of the Technical Investigative Surveillance Equipment (TechOps) Government-Wide Acquisition Contract (GWAC) vehicle to procure technical investigative surveillance equipment for use during lawfully authorized criminal investigations. TechOps II encompasses covert audio and video equipment and ancillary services. The re-compete will be designated as a Multi-Agency Contract (MAC) allowing other Federal Agencies with Law Enforcement Authority to order.

Temporary Facilities and Support Services

Scope:  Establishment of a contract vehicle for deployment and operation of temporary facilities and services in support of DHS mission critical efforts.  Contractors shall provide all material, supervision, labor, equipment and services to provide a turnkey solution for the set-up and operation of temporary facilities, such as soft-sided and modular structures.  Contractors shall have the ability to provide wrap around services such as trash removal service, custodial services, water delivery, document shredding service, food service, and security services.

Uniforms II

Scope:  Re-compete of the Uniforms contract vehicle. Scope includes male/female uniforms, standard and made-to-measure sizes, and on-site quartermaster/uniform service operations.

Workers Compensation Medical Case Management Services (WC MCMS) II

Scope:  Re-compete of the Workers Compensation (WC) Medical Case Management Services (MCMS)  contract vehicle.  Scope includes medical review and oversight of WC claims to ensure appropriate medical treatment and timely return to the workforce of DHS employees.
