DHS Strategic Sourcing - In-Process Initiatives

The Department of Homeland Security (DHS) plans to establish several Strategic Sourcing contract vehicles or Qualified Products Lists (QPLs) for Department-wide use. This list, which represents DHS’s best estimate of contract vehicles or QPLs,  is published for informational purposes only. It is not an invitation for bids, a request for proposal, or a commitment by DHS to purchase products or services. Each acquisition is based on information available at the time of publication and may be revised or canceled.

Scope: Re-compete of the Architecture and Engineering II contract vehicle of the procurement of professional architectural and engineering services for use in the United States, Puerto Rico, Guam, and the U.S. Virgin Islands.

Scope:  Re-compete of the Body Armor III contract vehicle for the procurement of modular torso protecting carriers with soft body armor for the protection of the law enforcement agents at DHS and other federal agencies.

Scope: Re-compete of the National Multiple Award Construction Contracts (NMACC) contract vehicle for the procurement of design, build, and construction services for use in the United States, Puerto Rice, Guam, and the U.S. Virgin Islands.

Scope: Establishment of a contract vehicles for the procurement of walk-through metal detectors (also known as enhanced metal detectors) and related services to detect weapons or other metal contraband carried on a person or concealed by a nonmetal object.

Scope: Establishment of a Qualified Products List (QPL) of portable explosives trace detectors and related services that detect various types of explosives and illicit drugs.

Scope:  Establishment of a contract vehicle for the procurement of Employee Assistance Services such as counseling, referrals, training and coaching, and health assistance. Services will be specifically designed to support the unique needs of Law Enforcement Officers (LEOs).

Scope: Re-compete of the FirstSource II contract vehicle. FirstSource III will include commercially-available information Technology (IT) commodities, solutions, and Value-Added Reseller (VAR) services such as configuration consulting and design, systems integration, installation of multi-vendor equipment, customization of hardware and software, training, product technical support, product maintenance, and end-user support.

Scope: Establishment of a contract vehicle for the procurement of body-worn cameras, docking stations, video management software, and cloud storage licenses.

Scope: Establishment of a contract vehicle for the procurement of healthcare practitioner services to provide short- and long-term medical care to individuals in the custody of DHS.

Scope: Re-compete of the Medical Supplies contract vehicle for the procurement of supplies used by DHS personnel to perform medical treatments, tests, trauma management, and emergency medical services. The contract vehicle will also include access to personal protective equipment (PPE) and other priority products to support the operational and pandemic needs of DHS.

Scope: Establishment of a contract vehicle to provide Personnel and Emergency Notification Software that incorporates phone, email, text, computer, mobile application, and push alerting. The solution will enable DHS to notify and account for personnel while also targeting and providing visibility into personnel status within each Component in the event of an emergency or natural disaster.

Scope: Re-compete of the PACTS II contract vehicle of the procurement of non-Information Technology Program Management and Administration (PM&A) support to DHS's intrinsic and cross-organizational missions. These services include: consulting, clerical, personnel, physical distribution, billing, reporting, operations, financial planning, stenotype, and record keeping.

Scope:  Re-compete of the STORMS contract vehicle for the procurement of a records management solution for storing and maintaining records while transacting government business that meet the federal definition of a record as described in USC Part 3301.

Scope: Re-compete of the Specialized Cost Services contract vehicle for the procurement of cost estimating services to support DHS's acquisition programs. DHS requires specialized cost services to support the development of Life Cycle Cost Estimates (LCCEs) for major, non-major, and delegated acquisition programs in compliance with the DHS Financial Management Policy Manual.
