The Department of Homeland Security (DHS) is planning to establish a number of Strategic Sourcing contract vehicles for Department-wide use. This list represents DHS’s best estimate of contract vehicles that may be awarded. This information is published for informational purposes only and is not an invitation for bids, a request for proposal, or a commitment by DHS to purchase products or services. Each acquisition is based on information available at the time of publication and may be revised or canceled.

Background Investigative Services II

Scope: Re-compete of the Background Investigative Services contract vehicle. Scope includes background investigation services for DHS applicants, employees, and contractors performing sensitive work.

Cellular Wireless Managed Services (CWMS) II

Scope: Re-compete of the Cellular Wireless Managed Services (CWMS) contract vehicle. Scope includes managed services; a web portal for device ordering and management; cellular wireless equipment and devices; cellular and data service; Mobile Device Management (MDM); project management; services to enhance in-building cellular coverage; service desk and other optional services.

COVID-19 Testing Solutions

Scope: In support of its mission and strategic goals, DHS requires COVID-19 testing solutions for use throughout the Department and its Components. This acquisition will establish a contract vehicle that provides the Department with access to a variety of testing solutions to include test kits and managed services to support testing to screen multiple populations within DHS operating locations.

Detection Equipment - Enhanced Metal Detectors

Scope: Establishment of a contract vehicle for walk through metal detectors, also known as enhanced metal detectors, and related services used for detecting weapons or other metal contraband carried on a person or concealed by a nonmetal object.

Detection Equipment - Trace Detection - Bench Top

Scope: Establishment of a contract vehicle for table/bench-top explosives trace detectors and related services that detect various types of commercial and military explosives.

Scope: Establishment of a Qualified Products List (QPL) for portable explosives trace detectors and related services that detect various types of explosives and illicit drugs.

Detection Equipment - X-Ray Systems and Services

Scope: Establishment of a contract vehicle for the purchase and leasing of X-ray (including single, multi-view, and Computed Tomography (CT)) systems and related services. These systems generate X-ray images to assist in the screening of baggage, mail, and parcels in search of explosives, weapons, narcotics, and contraband.

DHS Independent Test Agent

Scope: DHS requires contractors to act as independent test and evaluation (T&E) entity that oversee and carry out all phases of operational T&E for DHS Major Acquisition Programs. Services include, but are not limited to, test and evaluation planning, execution, and assessments in required technical areas of support such as statistical analysis, test design, cyber-resilience, reliability planning and assessment, interoperability and agile development process support and chemical, biological, radiological and nuclear and other security threats.

Enterprise Computing Services - Data Centers

Scope: Establishment of a contract vehicle that provides the next generation of DHS enterprise data center and computing services. Scope includes provisioning of managed computing services at DHS computing sites and data centers and FedRAMP cloud environments.

Enterprise Financial Management Software (EFiMS)

Scope: Establishment of a contract vehicle for software licenses that meet Federal and DHS standards/configuration for financial and procurement management.

Environmental Systems Research Institute (ESRI) IV

Scope: Re-compete of a contract vehicle with ESRI to provide access to its Geographic Information System (GIS) software, maintenance, training, and help desk.

Explosives Trace Detection (ETD) Consumables II

Scope: Establish a strategic sourcing vehicle to provide a variety of consumables for different models of ETDs used by DHS in airports, seaports, other security checkpoints throughout the United States and for other mission related purposes.

FirstSource III

Scope: Re-compete of the FirstSource II contract vehicle. Scope includes commercially-available Information Technology (IT) commodities, solutions, and Value-Added Reseller (VAR) services such as configuration consulting and design, systems integration , installation of multi-vendor equipment, customization of hardware and software, training, product technical support, product maintenance, and end-user support.

ICAM/HSPD 12 - Identity Credentialing and Access Management Consulting Services

Scope: Establishment of a contract vehicle for consulting services related to ICAM enhancement and implementation.

Scope: Re-compete of the Language Services contract vehicle. Scope includes foreign language services and services for the deaf, hard of hearing, and blind communities.

Less Lethal Pressurized Air Launcher (LLPAL)

Scope: Establish a Department-wide vehicle, for Less Lethal Pressurized Air Launchers (LLPAL), LLPAL accessories, and both inert and capsaicin-filled projectiles, to be used for law enforcement operations and training.

Medical Countermeasures III (MCM3)

Scope: Follow on contract vehicle for Relenza and Tamiflu to support the DHS Pandemic Influenza and Emerging Threats Countermeasures initiative.

Medical Supplies II

Scope: BPAs modification in process to extend 6 months PoP ends 12/24/20. Follow on contract vehicle for medical supplies used by personnel to train for and perform medical treatments, tests, and operations. These supplies are used in situations such as pre–hospital treatment and emergency medical services. Contract vehicle will include personal protective equipment to support the operational and pandemic needs of DHS.

Reduced Hazard Training Ammunition (RHTA) II

Scope: The Department of Homeland Security (DHS) intends to establish a Department-wide Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle to procure frangible training ammunition in numerous handgun, shotgun, and rifle calibers for personnel training.

Splunk ELA

Scope: Establish a Department-wide vehicle to allow for decentralized ordering of Splunk software and related services. Splunk ingests data from multiple sources to allow for more effective cyber security and IT operations.

Talent Development and Training (TDT)

Scope: DHS seeks a Learning Management System (LMS) solution where processes institutionalize policies and procedures, data is protected and is available when needed, and automation reduces reporting/analytics workload and errors. The Talent Development and Training (TST) project includes with a LMS system and related services, such as system integration. The LMS must provide the flexibilities necessary to support evolving training innovations and support the next generations of employees, and the systems must do so in a way that ensures interaction at just the right points in business processes to provide workforce and user efficiencies.

Temporary Facilities and Support Services

Scope: Establishment of a contract vehicle for deployment and operation of temporary facilities and services in support of DHS mission critical efforts. Contractors shall provide all material, supervision, labor, equipment and services to provide a turnkey solution for the set-up and operation of temporary facilities, such as soft-sided and modular structures. Contractors shall have the ability to provide wrap around services such as trash removal service, custodial services, water delivery, document shredding service, food service, and security services.
