In-Process Department-Wide Contract Vehicles

The Department of Homeland Security (DHS) is planning to establish a number of Strategic Sourcing contract vehicles or qualified product lists (QPL) for Department-wide use. This list represents DHS’s best estimate of contract vehicles or QPLs that may be established and is published for informational purposes only. It is not an invitation for bids, a request for proposal, or a commitment by DHS to purchase products or services. Each acquisition is based on information available at the time of publication and may be revised or canceled.

Background Investigative Services II

Scope: Re-compete of the contract vehicle to conduct background investigations on DHS applicants, employees, and contractors performing sensitive work.

Centers of Excellence (COE), Phase V

Scope: COEs are university-based consortiums that enhance homeland security initiatives. COE Phase V addresses two thrust areas (i.e., Cross-Border Threat Screening and Supply Chain Defense and National Counter-terrorism Innovation, Technology, and Education). Phase V will assist with research to address threats including biological warfare, supply chain, and pandemic impacts along with terrorism and counter-terrorism.

Detection Equipment: Enhanced Metal Detectors

Scope: Establishment of a contract vehicle for the procurement of walk-through metal detectors, also known as enhanced metal detectors, and related services used for detecting weapons or other metal contraband carried on a person or concealed by a nonmetal object.

Detection Equipment: Trace Detection - Bench Top

Scope: Establishment of a contract vehicle for table/bench-top explosives trace detectors and related services that detect various types of commercial and military explosives.

Scope: Establishment of a Qualified Products List (QPL) of portable explosives trace detectors and related services that detect various types of explosives and illicit drugs.

Detection Equipment: X-Ray Systems and Services

Scope: Establishment of a contract vehicle for the purchase or leasing of X-ray systems (including single, multi-view, and Computed Tomography), and related services. These systems generate X-ray images to assist in the screening of baggage, mail, and parcels in search of explosives, weapons, narcotics, and contraband.

Data Center and Cloud Optimization (DCCO)

Scope: Establishment of a contract vehicle that provides enterprise data center and computing services for the provisioning of managed computing services at DHS computing sites, data centers, and FedRAMP cloud environments.

Explosives Trace Detection (ETD) Consumables QPL

Scope: Establishment of a Qualified Products List (QPL) of a variety of consumables for different models of ETDs used by DHS in airports, seaports, other security checkpoints throughout the United States, and for other mission related purposes.

FirstSource III

Scope: Re-compete of the FirstSource II contract vehicle. Scope includes commercially-available Information Technology (IT) commodities, solutions, and Value-Added Reseller (VAR) services such as configuration consulting and design, systems integration , installation of multi-vendor equipment, customization of hardware and software, training, product technical support, product maintenance, and end-user support.

ICAM/HSPD 12 - Identity Credentialing and Access Management Consulting Services

Scope: Establishment of a contract vehicle for consulting services related to ICAM enhancement and implementation.

Language Services II

Scope: Re-compete of the contract vehicle for the procurement of foreign language services (e.g., translation, interpretation, and transcription), and services for the deaf, hard of hearing, and blind communities (e.g., sign language and video interpretation, communication translation, reader services, desktop publishing services, and 508 compliance).

Medical Countermeasures III (MCM3)

Scope: Re-compete of the Medical Countermeasures contract vehicle for the procurement of antiviral medications (e.g., Relenza, Tamiflu, and other products) required to support pandemics and other emerging threats and initiatives.

Medical Supplies II

Scope: Re-compete of the Medical Supplies contract vehicle for the procurement of supplies used by DHS personnel to perform medical treatments, tests, operations, and emergency medical services. The contract vehicle will also include access to personal protective equipment (PPE) and other priority products to support the operational and pandemic needs of DHS.

Scope: Re-compete of the Microsoft Enterprise License Agreement for the procurement of Microsoft perpetual and term software licenses.

Scope: Establishment of a contract vehicle for the procurement of services to support the operations and maintenance of DHS’ OneNumber system; migration of legacy systems to OneNumber; and the migration of OneNumber to a cloud-based environment.

Reduced Hazard Training Ammunition (RHTA) II

Scope: Re-compete of the RHTA contract vehicle for the procurement of frangible training ammunition in numerous handgun, shotgun, and rifle calibers for personnel training.

Splunk ELA

Scope: Establishment of contract vehicle for the procurement of Splunk software and related services. Splunk software ingests data from multiple sources to allow for more effective cyber security and IT operations.

Talent Development and Training (TDT)

Scope: Establishment of a contract vehicle for the procurement of a learning management system and related services, such as system integration.

Temporary Facilities and Support Services

Scope: Establishment of a contract vehicle for the procurement of products and services related to the planning, deployment, operation, and disassembly of temporary facilities. Products and services include all the material, equipment, and labor required to plan, set-up, operate, and manage the facilities (e.g., soft-sided, hard sided, and modular structures). The contract vehicle will also include wrap-around services (e.g., trash removal and custodial services, water delivery, document shredding, food services, and security services).
