CRCL Onsite Investigation Memos Collection

The DHS Office for Civil Rights and Civil Liberties reviews and investigates civil rights and civil liberties complaints and alleged abuses filed by the public regarding DHS policies and activities. The investigations involve a range of alleged abuses, including violation of rights while in immigration detention. CRCL issues recommendations to the relevant DHS Component aimed at addressing any civil rights or civil liberties concerns identified as part of its investigation. Redacted memos and other documents related to these investigations are included in this library.

  • Close Memo for Onsite Investigation at Chippewa (Sault Sainte Marie, Wisconsin) and Calhoun (Battle Creek, Michigan) County Correctional Facilities

    CRCL conducted an investigation into conditions of detention for U.S. Immigration and Customs Enforcement (ICE) detainees at the Chippewa County Correctional Facility in Sault Sainte Marie, Wisconsin, and the Calhoun County Correctional Facility in Battle Creek, Michigan. Following a collaborative process between ICE and CRCL that focused on findings and recommendations made by CRCL's subject-matter experts, CRCL considers the majority of the issues identified by the experts to be resolved. Consequently, as of the date of this memorandum, CRCL closed this complaint.

  • Close Memo for Onsite Investigation at Eloy Detention Center, Eloy, Arizona

    CRCL conducted an investigation into two deaths and two suicides of individuals in the custody of U.S. Immigration and Customs Enforcement (ICE), at the Eloy Detention Center (EDC) located in Eloy, Arizona. CRCL's review of EDC focused in large part on medical care, mental health care, and suicide prevention and intervention, as well as other conditions of detention issues raised in the complaints.

    CRCL conducted an investigation into conditions of detention for U.S. Immigration and Customs Enforcement (ICE) detainees at the Otero County Processing Center located in Chaparral, New Mexico. Following a collaborative process between ICE and CRCL that focused on findings and recommendations made by CRCL's subject-matter experts, CRCL considers the issues identified by the experts tobe resolved. Consequently, CRCL closed the complaint listed above.

  • Close Memo for Onsite Investigation at Stewart Detention Center, Lumpkin, Georgia

    CRCL received a report written by the American Civil Liberties Union (ACLU) of Georgia regarding immigration detention conditions at Georgia facilities, including Stewart Detention Center. The report raised concerns about conditions of detention at Stewart related to correctional operations, medical care, and mental health care. CRCL opened complaints based on the information in the report, and also based upon separate complaints received raising similar concerns.

  • Recommendations Memo Concerning Otero County Processing Center

    CRCL conducted an investigation into conditions of detention for ICE detainees at the Otero County Processing Center in Chaparral, New Mexico.  Between March 2011 and November 2011, CRCL received several complaints relating to a wide range of issues in regard to conditions of detention at the facility.  In response to these complaints, CRCL conducted a site review at the facility from March 13-15, 2012.  As part of the review, CRCL used four independent subject-matter experts: a medical consultant, a mental health consultant, an environmental health and safety consultant, and a penologist.

    CRCL conducted an investigation into the mental health care provided to U.S. Immigration and Customs Enforcement (ICE) detainees at the South Texas Detention Complex in Pearsall, Texas. Following a collaborative process between ICE and CRCL, CRCL has focused on findings and recommendations made by CRCL’s subject matter expert. CRCL considers the issues identified by the expert to be resolved and closed. Consequently, as of the date of this memo, CRCL closed the above-referenced complaint.
